You can always volunteer to organize one. Ask your school and school PTA, most times they will be happy to have a new activity for their kids. The club can be completely free for students. You don't need any professional coach initially. Find anyone who knows the basic rules. You don't need to know how to play, but I believe soon you will pick up a little. The key point is to provide friendly place that students can get together and have fun with chess.
You only need 10 sets to start a club. The total cost should be about $200.
Remember that this is a club for getting students interested in chess. There is no need to make it very formal or advanced. You will learn the rope along the growth of the club. When the club grows to 30 or more students, you may want to introduce formal instructions in another setting for those serious players.
